Dr. Emy Flores is a nationally recognized superintendent and transformational education leader with a proven track record of elevating student achievement, strengthening district operations, and fostering innovation. Since January 2022, she has served as Superintendent of West Covina Unified School District, where her leadership has driven a 97% graduation rate, expanded career and college pathways, and strengthened student support and enrichment programs to ensure every learner has access to a high-quality education.

Previously, as Superintendent of Evergreen School District (2019-2022), Dr. Flores successfully led the district through the challenges of the COVID-19 pandemic, implementing a budget stabilization plan that protected student programs and maintained fiscal health. While navigating these unprecedented challenges, she prioritized student safety while maximizing learning opportunities, integrating technology, and expanding enrichment programs to enhance engagement and academic success.

With extensive experience as an Assistant Superintendent and Principal, Dr. Flores has spearheaded initiatives that have elevated student achievement, strengthened labor-management relations, and deepened family and community engagement. Her leadership has also secured millions in funding to expand educational opportunities and implemented innovative programs that have earned local, state, and national recognition for excellence in education. 

A forward-thinking, inclusive leader, she is committed to building future-ready school districts that prepare students to excel in an evolving world. She actively collaborates with educators, families, and policymakers to shape high-performing, student-centered learning environments that drive long-term success.

Dr. Flores holds a Doctor of Education in Educational Leadership from the University of Southern California, a Master of Education from California State University-Dominguez Hills, and a Bachelor’s degree from UC Santa Barbara.
